What are "Priorities" and How to properly initiate one:

Q: "What are priorities and how do I start one without breaking any rules?"

A1: "Priorities" are events that take place in an AOP (which would either be County or City) where a Law Enforcement / Fire or EMS response with more than half of LEO's / EMT's in RTO is required. All active LEOs in that specific county whether it be Blaine or L. Santos will respond to that priority as it is the "event" that is a "priority" for Law Enforcement or Fire & EMS. Priorities are AOP based and have 5 different variations to determine the status of the "AOP's Priority." These variations include:

"Available" - LEO's are available to take 911 calls.
"InProgress" - LEO's are currently responding to a specific 911 call.
(No other Priorities can be initiated.)

"Cooldown" - LEO's have just cleared a 911 call and are either returning back to duty or attending a debrief.
(No other Priorities can be initiated.)

"Hold" - LEO's are unavailable to respond to 911 calls.
(No other Priorities can be initiated.)

"Pending" - A verified civilian has claimed the next priority before the cooldown is over.
(No other Priorities can be initiated.)

These scenarios include any occurrence that is in violation of the Law, or where Fire & EMS is required. (Bank Robberies, GTA's, Kidnappings, Illegal Drug & Narcotic Distribution, Illegal Street Racing or Fires / MVA's etc.) If the AOP is Blaine County, only County Priority's status will change and City Priority will remain on hold. Vice versa if the AOP is Los Santos. If the AOP is Statewide, both priorities status will change and there can be one priority for each county for a total of two separate priorities across San Andreas.

A2: To initiate a priority, one must first ensure they have a good understanding of our server rules @rules.justicerp.xyz. The "Priority Rules" section highlights what type of priorities are allowed and what types of scenarios would typically be considered as a violation of the JRP Server Policies. Once you're sure the priority you intend to initiate does not violate any server rules and you have the green light, (This being only when priority is available) you may use the /911 command in game-chat to make a 911 call to Law Enforcement to notify them of your "illegal actions". These calls must be in the 3rd person and cannot be too specific.

(Read the Priority Rules Section to learn more about what is and isn't allowed during priorities.)
